What is "Primacy Fee" on my bill?

The Primacy Fee is collected from each user by every public water system in Missouri as mandated by law and the Missouri Dept. of Natural Resources. This fee, set by MoDNR, funds laboratory analysis of water at the state lab, provides technical assistance to water systems and allows Missouri to manage water systems instead of the US EPA.
